Alhaji Ibrahim Ben Kargbo (IB Kargbo) has made a thought-provoking assessment of potential presidential aspirants from both the ruling Sierra Leone People’s Party (SLPP) and the main opposition All People’s Congress (APC).

Oversight Missions Confirm Pavi Fort’s Genuine Project Work, Disproving Ghost Project Claims

Recent allegations accusing Pavi Fort AL-Associates Group Ltd of executing "ghost projects" and receiving payments for them have been proven false. Independent oversight missions and official evaluations conducted between 2023 and 2025 have thoroughly disproved these claims. Instead, these assessments have highlighted Pavi Fort AL-Associates Group Ltd as a leading example of excellence in Sierra Leone’s infrastructure development sector.

One of the most compelling rebuttals to these claims is the Kono-Kurubola-Kabala Road Project; a major infrastructure undertaking covering 261 kilometers and designed to connect the districts of Koinadugu, Falaba and Kono. This transformative highway, also referred to by its strategic purpose as the 261-kilometer highway linking Koinadugu, Falaba and Kono Districts, was commissioned by President Julius Maada Bio on May 19, 2023, in Dogoloyia Town, Koinadugu District. It has become a cornerstone of regional integration.

The project not only enhances travel efficiency and accessibility but also stimulates economic activities in some of the country’s most underserved regions. As of mid-2024, approximately 74% of the first 61-kilometer segment from Kabala to Limbaya Junction has been completed, including 44 kilometers of pavement with bridge construction underway. Despite delays during the rainy season, construction continues under close supervision by the Sierra Leone Roads Authority and other oversight bodies. Beyond physical progress, the project has generated substantial employment and is widely viewed as a catalyst for long-term development.

The earliest of these validation moments came on the very day of its recommissioning, May 19, 2023, when His Excellency President Julius Maada Bio officially launched this landmark highway. The road dramatically improved travel time, slashed transportation costs and enhanced access to social services for thousands in the northern region. The significance of this achievement cannot be overstated. It was a tangible response to decades of isolation suffered by communities in those districts and a major step forward in regional connectivity and national unity.

Building on that momentum, in late 2023, Pavi Fort successfully completed key components of the World Bank-funded Integrated Resilient Urban Mobility Project (IRUMP) in Freetown. The company revamped three major roundabouts, Kissy Ferry Junction, Congo Cross and Lumley, effectively improving urban traffic flow. The quality of the work drew praise from municipal authorities and development partners alike. Additionally, the company carried out extensive street maintenance in the capital and completed the refurbishment of a hospital in Port Loko, donated by the United Arab Emirates, reaffirming its capability to deliver across multiple infrastructure domains.

By June 8 and 9, 2024, the Parliamentary Committee on Works and Public Assets, led by Honourable Ing. Habib Fabbah, Deputy Chairman, undertook detailed inspections of ongoing Pavi Fort road projects in Kenema and Kabala. The Committee found that 74 percent of the Kenema Township Road Project had already been completed, meeting high technical standards. Honourable Ing. Habib Fabbah commended the quality, pace and professionalism of the work and assured the public that engineers from the Sierra Leone Roads Authority and Parliament were maintaining stringent oversight.

In Kenema, Alimu Sanu Barrie, Chairman and Chief Executive Officer of Pavi Fort, revealed that 20 out of 25 kilometers of planned road had already been completed, with final delivery expected by December 2024.

In Kabala, the company had already delivered the full scope of its road construction, overcoming material supply challenges with admirable resilience. These projects not only advanced regional infrastructure but also generated over 600 direct jobs, with hundreds more benefitting through local subcontracting.

The most recent and perhaps most decisive oversight event occurred on Saturday, 3rd May 2025, when Honourable Sallieu Osman Sesay, Chairman of the Parliamentary Committee on Agriculture and Food Security and Dr. Henry Musa Kpaka, Minister of Agriculture and Food Security, jointly led a mission to Torma Bum in Bonthe District. The visit focused on the ongoing Torma Bum Sector 1 and 2 irrigation and 17-kilometer rural road initiative, part of the Ministry’s Regional Rice Value Chain Project (RRVCP).

Despite receiving just $3.3 million of the $10.9 million contract, Pavi Fort had already delivered work worth nearly $6 million and completed more than 85 percent of Sector 1. The Committee, visibly impressed, described the work as “marvelous,” with Honourable Sallieu Osman Sesay calling it a model of Sierra Leonean capability in infrastructure delivery.

Commendations poured in from various quarters. Honourable Daniel B. Koroma, Mayor of Kenema Thomas Karimu Baio and Paramount Chief Honourable Alex Maada Kainpumu all lauded the company’s consistent execution, transparency and deep engagement with local communities. These leaders highlighted how Pavi Fort has not only built infrastructure but also trust, inclusion and national pride.

Such sweeping endorsements by Parliament, local authorities and community leaders render media claims of “ghost projects” not only inaccurate but dangerously misleading.

Pavi Fort AL-Associates Group Ltd, founded in 2015 and wholly owned by Sierra Leoneans, has completed over 20 major projects, employs more than 1,500 citizens and remains a pillar of the country’s Local Content Policy in action.

That a company with such a solid track record would be targeted by misinformation campaigns raises serious concerns about the protection of indigenous businesses striving for excellence. These allegations are not merely attacks on a company; they are threats to national development and the empowerment of local capacity.

The legacy of Pavi Fort is not a paper trail of contracts; it is a network of functioning roads, rehabilitated public facilities and thousands of lives improved through employment and access. These are not ghost projects. They are Sierra Leonean success stories written in concrete, asphalt, irrigation canals and community progress.

In another separate development, the Operations Manager of Pavi Fort, during a recent interview on Radio Democracy 98.1, on the 29 May, 2025 addressed a concern regarding alleged payment of $60M made to the company by the Government of Sierra Leone. He affirmed that Pavi Fort had received payments strictly for completed projects but categorically denied claims circulating on social media suggesting the company was paid a lump sum of Sixty Million US dollars.

While acknowledging that disbursements were made in accordance with contractual obligations, he was unable to provide a detailed breakdown of the amounts received. It has since been noted that he is not the right personnel to comment on financial matters related to the company.

His response has been misconstrued by some as being economical with the truth, which is not the case. The clarification was made within the limits of his role.

Sierra Leone faces a critical choice between lending credence to unverified allegations or recognizing progress grounded in verifiable outcomes. Sierra Leone Holds High-Level ARIPO Meeting to Empower Next Generation of African Innovators
Sierra Leone proudly hosted the 4th Heads of Intellectual Property Offices Conference (HIPOC) for African Regional Intellectual Property Organization (ARIPO) Member States on Tuesday May 27, 2025 at the prestigious Radisson Blu Mammy Yoko Hotel in Freetown. Themed: “Empowering Tomorrow's Innovators: Transformative Leadership and Intellectual Property,” the high-level gathering brought together key stakeholders from across the continent to chart a path toward strengthening Africa’s innovation and intellectual property (IP) ecosystem.

The event was jointly organized by the Office of the Attorney General and Minister of Justice and the Office of the Administrator and Registrar General. In her opening remarks as Chairperson, Madam Saptieu E. Saccoh, Deputy Attorney General and Minister of Justice, commended Sierra Leone’s evolving IP landscape and the country’s proactive role within ARIPO since joining in 1980. She emphasized the importance of regional collaboration in promoting IP awareness and enhancing national capacities in managing innovation.

Delivering the keynote address, Attorney General and Minister of Justice, Alpha Sesay Esq., described the African continent as standing at a decisive crossroads. He declared that IP must be viewed not as a luxury but as a strategic pillar for sustainable development.

“Africa must transition from being consumers of innovation to becoming its architects,” the Minister stated, underscoring the need for transformative leadership and bold policies to unlock Africa’s creative and technological potential.

He outlined key initiatives under President Julius Maada Bio’s administration aimed at modernizing Sierra Leone’s IP regime, including reforms to legal frameworks, capacity building and strategic partnerships with ARIPO and the World Intellectual Property Organization (WIPO). Alpha Sesay also highlighted pressing issues such as counterfeit goods, brain drain and the misappropriation of indigenous knowledge, calling for harmonized regional IP policies, digital transformation of institutions and inclusive empowerment, especially for women and youth.

“History will judge us not by the elegance of our policies but by their tangible impact on the lives of African innovators,” he concluded.

ARIPO Director General, Bemanya Twebaze, lauded Sierra Leone for its leadership and hospitality. He praised Madam Saptieu E. Saccoh’s stewardship and expressed optimism following his meeting with Vice President Dr. Mohamed Juldeh Jalloh, whom he described as deeply committed to the advancement of IP in Africa.

“I was energized by his passion for intellectual property and his assurance that ARIPO can always count on Sierra Leone’s support,” Bemanya Twebaze remarked.

Sierra Leone proudly hosted the 4th Heads of Intellectual Property Offices Conference (HIPOC) for African Regional Intellectual Property Organization (ARIPO) Member States on Tuesday May 27, 2025 at the prestigious Radisson Blu Mammy Yoko Hotel in Freetown. Themed: “Empowering Tomorrow's Innovators: Transformative Leadership and Intellectual Property,” the high-level gathering brought together key stakeholders from across the continent to chart a path toward strengthening Africa’s innovation and intellectual property (IP) ecosystem.

The event was jointly organized by the Office of the Attorney General and Minister of Justice and the Office of the Administrator and Registrar General. In her opening remarks as Chairperson, Madam Saptieu E. Saccoh, Deputy Attorney General and Minister of Justice, commended Sierra Leone’s evolving IP landscape and the country’s proactive role within ARIPO since joining in 1980. A high-level all-party Indian Parliamentary Delegation, led by H.E. Shri Shrikant Eknath Shinde, Hon’ble Member of Parliament, is on an official two-day visit to Sierra Leone from May 28 to 30, 2025, aimed at deepening bilateral relations and enhancing global cooperation on counter-terrorism.

The visit comes in the wake of the tragic terrorist attack in Pahalgam, Jammu and Kashmir, on April 22, 2025, which claimed the lives of 26 innocent tourists. In response, the Government of India has launched an extensive diplomatic outreach to engage international partners in the global fight against terrorism.

The presence of this cross-party delegation in Sierra Leone reflects India’s unwavering commitment to combating terrorism in all its forms and manifestations, while simultaneously reinforcing diplomatic relations with trusted African partners.

During their stay, the delegation is expected to hold high-level discussions with key Government officials of Sierra Leone, including:

As He Secures German &Chinese Support Youth Minister Visits Vulnerable Youth Living Under Juba Bridge with Promises of Healing and Hope

Demonstrating a powerful show of empathy and action, the Minister of Youth Affairs, Ibrahim Sannoh, has reached out to some of Freetown’s most vulnerable young people living under the Juba Bridge, offering them a renewed sense of hope and support.

Accompanied by his Deputy Minister, the Director of Programs and the Director of Youth in Livelihood Skills, the Minister spent several hours under the bridge listening to personal stories of addiction, homelessness and perseverance. The visit formed part of the Ministry’s broader commitment to engaging directly with at-risk youth across the country.

“This is not a show. It’s a responsibility,” Ibrahim Sannoh emphasized. “Our youth deserve opportunities to heal, grow and contribute. No one should be left behind.”

Among those who spoke was Rosamond, a young woman with notable reading and writing skills despite her difficult living conditions. She shared her aspirations and disclosed a serious eye condition that has hindered her progress. The Youth Affairs Minister pledged immediate support to ensure she receives both medical treatment and access to education.

Another youth, Alie Foster, who lost a leg in an accident and suffers chronic pain in the remaining limb, moved the Minister with his story. The Minister committed to facilitating the medical care Alie urgently needs.

The visit signaled a deepened effort by the Ministry to not only listen but to act. Ibrahim Sannoh assured the group that this would not be a one-off visit, promising consistent follow-up and inclusion in the Ministry’s rehabilitation and livelihood programs.

For many of the young people under the Juba Bridge, the outreach marked the first time they had been acknowledged by Government officials. Gratitude was palpable as they welcomed the delegation and expressed hope for a better future.

The Ministry of Youth Affairs says it is determined to continue reaching forgotten corners of society and to reintegrate marginalized youth into programs that will empower them to rebuild their lives with dignity.

In another development, the Minister of Youth Affairs,  Ibrahim Sannoh, received high-level delegations from both the German and Chinese Governments to discuss strategic partnerships in youth employment and empowerment.

In two separate but equally impactful meetings, the Minister presented his strategic roadmap for youth development, aligning it with Sierra Leone’s Medium-Term National Development Plan (2024–2030) and President Bio’s Big Five Agenda, particularly Pillar 3 on Youth Empowerment.

Led by Mr. Johannes, representative of the German Embassy and Mr. Johan, Head of Programs at GIZ, the German delegation paid a courtesy call to the Youth Affairs to reaffirm Germany’s support to Sierra Leone’s flagship Youth Employment Scheme (YES).

The delegation outlined the delivery architecture of YES, sharing insights into ongoing strategies to tackle youth unemployment through skills training, job creation and entrepreneurship. Ibrahim Sannoh, in response, presented his priorities based on findings from the recent Status of Youth Report, placing strong emphasis on inclusive growth, youth-led innovation and sustainable employment initiatives.

He spotlighted a key intervention under YES; support for rural youth in cash crop cultivation and poultry farming. The initiative will provide technical training, starter packs and market linkage to boost agribusiness among youth, thereby promoting food security and local economic development.

On the same day, the Minister  held another strategic engagement with H.E. Wang Qing, Chinese Ambassador to Sierra Leone, at the Chinese Embassy in Freetown. The meeting centered on enhancing bilateral cooperation in youth empowerment through agriculture, innovation and capacity-building.

Ambassador Wang Qing expressed full support for the Minister’s vision and pledged increased technical and financial support via China Aid. He also committed to leveraging the Embassy’s Trade and Economic Office to publicize the youth strategy and attract international investment.

A central component of the collaboration includes a district-level agricultural pilot, targeting at least one chiefdom per district. The pilot will focus on cultivating three priority ventures, rice, poultry and a selected cash crop, driven by youth to promote entrepreneurship and rural development.

These engagements signal a renewed momentum in international cooperation on youth development in Sierra Leone. Germany and China, two of Sierra Leone’s most active development partners have both reaffirmed their commitment to the empowerment of young people through innovative, agriculture-led and employment-focused strategies.

In two separate but equally impactful meetings, the Minister presented his strategic roadmap for youth development, aligning it with Sierra Leone’s Medium-Term National Development Plan (2024–2030) and President Bio’s Big Five Agenda, particularly Pillar 3 on Youth Empowerment.

Led by Mr. Johannes, representative of the German Embassy and Mr. Johan, Head of Programs at GIZ, the German delegation paid a courtesy call to the Youth Affairs to reaffirm Germany’s support to Sierra Leone’s flagship Youth Employment Scheme (YES).

The delegation outlined the delivery architecture of YES, sharing insights into ongoing strategies to tackle youth unemployment through skills training, job creation and entrepreneurship. Ibrahim Sannoh, in response, presented his priorities based on findings from the recent Status of Youth Report, placing strong emphasis on inclusive growth, youth-led innovation and sustainable employment initiatives.

He spotlighted a key intervention under YES; support for rural youth in cash crop cultivation and poultry farming. The initiative will provide technical training, starter packs and market linkage to boost agribusiness among youth, thereby promoting food security and local economic development.

On the same day, the Minister  held another strategic engagement with H.E. Wang Qing, Chinese Ambassador to Sierra Leone, at the Chinese Embassy in Freetown. The meeting centered on enhancing bilateral cooperation in youth empowerment through agriculture, innovation and capacity-building.

Ambassador Wang Qing expressed full support for the Minister’s vision and pledged increased technical and financial support via China Aid. He also committed to leveraging the Embassy’s Trade and Economic Office to publicize the youth strategy and attract international investment.

A central component of the collaboration includes a district-level agricultural pilot, targeting at least one chiefdom per district. The pilot will focus on cultivating three priority ventures, rice, poultry and a selected cash crop, driven by youth to promote entrepreneurship and rural development.

These engagements signal a renewed momentum in international cooperation on youth development in Sierra Leone. Germany and China, two of Sierra Leone’s most active development partners have both reaffirmed their commitment to the empowerment of young people through innovative, agriculture-led and employment-focused strategies.

Marking a significant step toward strengthening transparency and public communication in Sierra Leone’s electoral processes, the Electoral Commission for Sierra Leone (ECSL) unveiled its newly constructed Media Center on Wednesday, 28th May 2025, at its headquarters in Freetown.

The commissioning ceremony, attended by Government officials, development partners, media professionals and Civil Society representatives was a showcase of ECSL’s renewed commitment to open, inclusive and accountable elections.

Welcoming attendees, ECSL Executive Secretary, William Davis, emphasized that the Media Center represents a strategic investment in democratic governance.

“This launch is not just a fulfillment of our 2020–2024 Strategic Plan, it’s a pivotal advancement in how we engage with the public,” he said. He also acknowledged the financial support of the Government of Sierra Leone, which covered 52% of the project’s cost and thanked international partners including UNDP, Ireland, Iceland, Canada and the European Union for their vital contributions.

ECSL Commissioner for the Western Area, Zainab Humu Moseray, described the Center as more than a physical space but rather “a dynamic hub designed to deliver accurate, timely and transparent electoral information.” She underscored its role in supporting press briefings, public education campaigns and stakeholder dialogue especially during electoral periods.

Providing insights into the facility’s design, Project Consultant, Mohamed Kamara, said the center was constructed with functionality and resilience in mind.

“From fireproofing features to advanced connectivity tools, this center is built to support both in-person and remote coordination,” he noted.

The building includes a control room for monitoring operations, meeting rooms and multimedia capabilities to support hybrid communication.

Speaking on behalf of the United Nations Development Programme (UNDP), the Resident Representative praised the initiative as a step forward for Sierra Leonean democracy.

“This Media Center will serve as a platform for informed dialogue, not only during elections but throughout the democratic cycle,” he said.

He added that a technical assessment mission would soon be deployed to identify further support needs for ECSL during the 2025–2029 electoral period.

The Deputy Head of Mission from Iceland also delivered brief remarks, highlighting the importance of civic education in electoral integrity. “This center reflects a shared commitment to democratic participation and we are proud to be part of this partnership,” he said.

ECSL’s Chief Electoral Commissioner and Chairman, Mohamed K. Konneh, recalled the Commission’s previous dependence on temporary Press facilities in past elections.

“This center marks a turning point in our mission to make electoral information more accessible, inclusive and verifiable,”

he said. He also revealed that accessibility upgrades, including the installation of an elevator for persons with disabilities, are underway.

In a landmark development for Sierra Leone’s aviation sector, the Egypt national carrier, EGYPTAIR, on Wednesday, 28th May 2025, safely landed at the Freetown-Lungi International Airport and departed the same day with the first batch of Sierra Leonean pilgrims heading to the Kingdom of Saudi Arabia for the 2025 Hajj season.

The historic flight marks the first-ever Hajj charter operation from Sierra Leone by EGYPTAIR and represents a significant milestone in the country’s aviation history. The development is attributed to the visionary leadership of His Excellency President Dr. Julius Maada Bio and the Director General of the Sierra Leone Civil Aviation Authority (SLCAA), Madam Musayeroh Barrie, who both played pivotal roles in fostering this strategic aviation partnership.

The charter flight is the result of bilateral engagements held during President Bio’s State Visit to Cairo, Egypt, on 26th March 2025, during which important discussions were held between Sierra Leonean officials and Egyptian aviation authorities. QNET Denounces the Misuse of Its Name and Product and Urges Media to be Circumspect
Freetown, Sierra Leone. 26 May 2025 – QNET, an international lifestyle and wellness direct selling company has noted, with deep concerns, several media publications on the arrest of 42 individuals in the Hastings area of Eastern Freetown for fraud and financial crimes. The report allegedly and unfortunately linked the arrested persons to QNET and described the company with unsavoury words. QNET continues to urge journalists and media houses to be prudent in hastily associating arrested persons to the company. Many people arrested in similar fashion in the past end up not associated with QNET in any way during investigations.

QNET urgently raises concerns about the activities of unscrupulous persons who falsely present themselves as representatives of the company to commit fraud, causing significant harm to victims who were misled by false promises of oversea visa, employment opportunities and get-rich-quick lies. QNET is not associated with these individuals and these fake promises.
