Finance Minister Unveils 2025 Budget Revisions to Secure Sierra Leone’s Economic Gains

Sierra Leone’s Minister of Finance, Sheku Ahmed Fantamadi Bangura, on Tuesday, July 29, 2025, presented the Supplementary Budget for 2025 to Parliament in a significant move to sustain macroeconomic stability. Titled: “Fiscal Consolidation and Budget Credibility to Sustain Macroeconomic Stability,” the budget tackles evolving domestic and global economic challenges and targets a reduction of the budget deficit from 3.9% to 3.8% of GDP.

Speaking in the Chamber of Parliament, Minister Sheku Ahmed Fantamadi Bangura highlighted three key reasons for revising the original 2025 budget, approved on December 20, 2024:

- Improved Economic Fundamentals: Lower-than-expected inflation (down to 7.1% in June 2025 from 54.5% in October 2023) and stronger-than-anticipated economic growth (projected at 4.5% for 2025) have rendered original revenue and expenditure projections outdated.


- Global Economic Uncertainty: Ad-hoc tariff hikes, declining aid flows and tighter financing conditions necessitate cautious fiscal management to protect recent economic gains.


- Revenue Shortfalls: Domestic revenue for the first half of 2025 fell short by NLe642 million, primarily due to underperformance in Goods and Services Tax (GST), import duties and royalties, prompting expenditure adjustments to maintain fiscal discipline.

The Sierra Leonean economy has shown resilience, with a projected growth of 4.5% in 2025, driven by agriculture and services sectors. Inflation has significantly declined, reaching single digits at 7.1% in June 2025, supported by a stable exchange rate, softer global food and energy prices and increased domestic food production. The external sector also improved, with exports rising 11.8% to US$424.1 million in Q1 2025, led by mineral exports (US$317 million, including US$221.5 million from iron ore). The trade deficit narrowed slightly to US$113.7 million from US$113.9 million in Q1 2024.

However, domestic revenue collection underperformed, totaling NLe8.9 billion (4.6% of GDP) against a target of NLe9.5 billion. Key shortfalls included GST (NLe1.4 billion, missing the target by NLe674.7 million) and customs duties (NLe1.9 billion, short by NLe134.7 million). On the expenditure side, total spending reached NLe14.8 billion (7.5% of GDP), with recurrent expenditure at NLe10.3 billion and capital expenditure at NLe4.3 billion, both below budgeted amounts.

The Supplementary Budget revises domestic revenue projections downward to NLe17.9 billion for 2025, reflecting a NLe1.0 billion shortfall. To address this, the National Revenue Authority will implement measures to combat tax evasion, including:

- Enforcing the Minimum Alternate Tax (MAT) and Advanced Pricing Arrangements for iron ore mining companies.


- Rolling out Electronic Cash Registers to 5,000 GST-registered taxpayers.


- Auditing the ASYCUDA system to tackle reconciliation issues and fraud.

Expenditure is also adjusted, with capital expenditure and net lending cut to NLe9.0 billion (4.7% of GDP) from NLe13.0 billion, while interest payments rise to NLe8.0 billion due to higher domestic borrowing costs in late 2024. The revised budget deficit, including grants, is set at 6.8% of GDP, financed through net foreign borrowing (0.2% of GDP) and domestic borrowing (3.6% of GDP).

High debt service payments, consuming 50% of domestic revenues in the first half of 2025, remain a challenge. The Government plans to:

- Reduce public sector borrowing through robust revenue mobilization and expenditure rationalization.


- Issue longer-term Treasury bonds to replace short-term bills.


- Engage non-bank institutions like NASSIT to increase bond uptake.


- Seek more grants and concessional loans from development partners.

To enhance expenditure control, the Ministry of Finance will enforce stricter cash management and compliance with the Public Financial Management Act of 2016. A Ministerial Committee will also prioritize capital projects within the limited fiscal space, supported by a World Bank-backed analysis of energy, roads and water sectors.

Sheku Ahmed Fantamadi Bangura emphasized that the Supplementary Budget builds on the fiscal discipline demonstrated in the first half of 2025, which saw single-digit inflation, a stable Leone and lower Treasury Bill rates (from 34.3% to 14.8%). “This budget will consolidate macroeconomic stability, boost investor and donor confidence and create fiscal space for priority sectors,” he stated.

NRA Customs & Security Forces Seize Huge Cache of Contraband Drugs at Gbalamuya Border Post
In a major breakthrough against cross-border smuggling, customs officers of the National Revenue Authority (NRA), in collaboration with multiple security agencies, intercepted a significant consignment of contraband suspected to be ‘tramadol’ at the Gbalamuya Border Crossing Point in Kambia District on Monday July 28, 2025.

The operation, spearheaded by the Assistant Commissioner for Border Controls and Management, John B. Amara, involved key customs staff including Edward Jusu, Manager of the Gbalamuya Customs Post and was conducted in joint coordination with the Republic of Sierra Leone Armed Forces (RSLAF), Sierra Leone Police (SLP) and the Office of National Security (ONS).

Acting on intelligence, officers intercepted a vehicle with Guinean registration number BC 1785 attempting to cross into Sierra Leone from neighboring Guinea. A search of the vehicle uncovered 79 gross, 9 small packets and 9 cards of Tapentadol tablets (225mg). Authorities also seized 135 pieces of Android mobile phones, including 120 Samsung Galaxy A06 units, along with A36, A56 and A26 models.

The driver, identified as Mohamed Jalloh, confessed that the consignment was destined for Freetown. Following the seizure, both the suspect and the contraband were handed over to the Local Unit Commander of Kambia Division, Chief Superintendent of Police (CSP) Bob M.N. Mansaray, for further investigation. The dutiable mobile phones are to be returned to Customs for proper declaration and payment of duties as mandated by law.

NRA officials emphasized that the successful operation reflects the Authority’s heightened vigilance to ensure thorough declaration and examination of all consignments entering Sierra Leone’s borders.

The Sierra Leone Civil Aviation Authority (SLCAA) Director General, Ms. Musayeroh Barrie, was among over 22 high-level international delegates who attended the launch of the fourth edition of the International Programme for Civil Aviation Leaders (TIPCAL) in Abu Dhabi, United Arab Emirates. The event, which was organized by the United Arab Emirates Prime Minister’s Office in collaboration with the General Civil Aviation Authority (GCAA), took place from July 21 to 24, 2025, and focused on innovation, sustainability and Government transformation within the aviation sector.

PPASL, Rainbow Initiative Sign MOU to Expand Access to Sexual and Reproductive Health Services  
Aiming to strengthen the delivery of inclusive and quality healthcare services across Sierra Leone, the Planned Parenthood Association of Sierra Leone (PPASL) has entered into a formal partnership with the Rainbow Initiative (RI). The two organizations signed a Memorandum of Understanding (MOU) on Monday, 28th July 2025, during a brief ceremony held at the Rainbow Initiative’s office on Williams Drive, SS Camp in Freetown.

The new partnership seeks to enhance service provision for Sexual and Gender-Based Violence (SGBV) survivors and improve access to Sexual and Reproductive Health (SRH) services, particularly among marginalized and vulnerable populations.

Speaking at the event, representatives from both PPASL and Rainbow Initiative reaffirmed their joint commitment to collaborative programming, resource and information sharing and the creation of safe and confidential referral pathways. These efforts aim to ensure that all beneficiaries receive timely, survivor-centered and non-discriminatory care.

According to the leadership of both institutions, the collaboration is a direct response to the alarming impact of SGBV on the health and well-being of individuals and communities throughout Sierra Leone. It also underscores a shared vision of delivering rights-based healthcare services that are accessible to all.

Under the terms of the MOU, the two organizations will work together to offer a range of essential services, including psychosocial counseling, HIV testing, STI screening, family planning and broader sexual and reproductive health care. Capacity-building initiatives and public awareness campaigns will also be rolled out to reduce stigma surrounding SGBV and SRH issues.

“This partnership represents a major step forward in our collective mission to leave no one behind,” said a PPASL official at the signing. “Together with Rainbow Initiative, we are better positioned to address the needs of survivors and advance human rights through healthcare.”

A representative from Rainbow Initiative echoed similar sentiments, adding that the partnership will not only benefit service users but also strengthen the national response to SGBV through a coordinated and holistic approach.

The MOU is expected to deepen the impact of both organizations’ work, laying a foundation for a more responsive, inclusive and survivor-focused healthcare system in Sierra Leone.

ECOWAS Court, Attorney General’s Office Commence Capacity Building Training for State Attorneys

The ECOWAS Court of Justice, in collaboration with the Office of the Attorney General and Ministry of Justice, on Monday, 28th July 2025, commenced a four-day capacity building training for State Attorneys in Sierra Leone. The training, being held at the Sierra Leone Law School, located within the Special Court Complex at New England in Freetown will run until Thursday 31st July, 2025 focusing on enhancing the capacity of State Attorneys in the Civil Division of the Attorney General’s Office, specifically focusing on the rules, practices and procedures of the ECOWAS Court of Justice.


In his remarks, Justice Sengu Mohamed Koroma, Vice President of the ECOWAS Community Court of Justice, praised Sierra Leone’s ongoing commitment to fulfilling its regional legal obligations, describing the country’s engagement with the Court as both consistent and commendable.


He revealed that the ECOWAS Court responded promptly and positively to a request from Sierra Leone’s Attorney General for training support, recognizing it as a clear demonstration of the country’s dedication to the principles enshrined in the revised ECOWAS Treaty.


“It is with great pleasure that we designed a program to meet the objectives outlined in that request and to establish networks that will strengthen the relationship between the Community Court and the Republic of Sierra Leone,” he said.


Reflecting on his dual role as Vice President of the Court and the first Sierra Leonean to attain such a position in the regional justice system, Justice Sengu Mohamed Koroma admitted that he initially had concerns about the logistical and resource arrangements. However, he expressed satisfaction that those concerns were unfounded due to the strong cooperation and support from the Attorney General, his deputy and the Director of Public Prosecution.


“Sierra Leone has consistently engaged the ECOWAS Court on various matters. Therefore, the State’s decision to enhance the capacity of its legal representatives is not only laudable but timely,” he added.


He emphasized the Court’s commitment to educating member states on Community law and jurisprudence, which he noted continues to expand with every legal session. Justice Sengu Mohamed Koroma urged participants to seize the opportunity to deepen their understanding and to establish effective communication channels that will aid them in their duties.


“While the Court maintains a dedicated website that comprehensively captures its work, it is engagements like this that truly embody the spirit of the Community Court of Justice,” he concluded.


On behalf of the President and delegation of the ECOWAS Court, Justice Sengu Mohamed Koroma extended gratitude to the Attorney General, his team and the Government of Sierra Leone for their warm hospitality and unwavering commitment to regional justice cooperation.


Osman Ibrahim Kanu Esq., Director of Public Prosecutions (DPP), underscored the critical importance of understanding human rights law in the context of the ECOWAS Court's expanding mandate.


Welcoming the ECOWAS Court delegation to Sierra Leone, DPP Osman Ibrahim Kanu described the training as both timely and essential. He noted that while the ECOWAS Court was initially created to resolve trade disputes among member states, its mandate has significantly widened particularly to include human rights violations by states.


“Human rights issues now cut across every aspect of people’s daily lives,” the DPP stated. “That gives the ECOWAS Court jurisdiction over nearly every area of state responsibility. As State Attorneys, we often find ourselves as the defendants in these matters, so it is crucial that we are well-equipped to respond.”


He emphasized the importance of the training in helping Attorneys not only defend the state effectively but also proactively advise Government institutions to avoid actions that may result in human rights violations.


“This workshop is key. Many of the cases filed in the ECOWAS Court are against member states. We need to understand the legal landscape fully in order to defend our country and guide it away from potential legal pitfalls,” he added.


Osman Ibrahim Kanu also expressed appreciation to the ECOWAS Court of Justice for including Sierra Leone in this regional initiative, which has previously been implemented in other West African countries. He closed his remarks by urging participants to take full advantage of the training sessions and pledged to continue advocating for stronger legal capacity within the Ministry.


On his part, Alpha Sesay, Attorney General and Minister of Justice, emphasized the critical importance of strategic litigation and human rights awareness in strengthening Sierra Leone’s justice system. He expressed gratitude to the regional court for prioritizing legal capacity-building in Sierra Leone. “Thank you for the interest in helping to build capacity for the Law Officers Department,” he said, acknowledging that this was the second visit of the ECOWAS Court President to Sierra Leone.


The Attorney General stressed the evolving role of the ECOWAS Court and how its expanded mandate particularly regarding human rights violations requires deeper understanding and preparedness from State Attorneys. “From trade disputes, the court’s jurisdiction has widened significantly. It now touches on human rights issues that cut across nearly every facet of daily life,” he noted. “As state representatives, we are often the defendants in such cases. This training is vital.”


Alpha Sesay also drew on his personal experience, having previously been involved in human rights litigation against the state before assuming public office. “I’ve been on both sides,” he shared. “Before I was appointed Deputy Minister and now Attorney General, I filed cases before the ECOWAS Court and other regional mechanisms. Now I sit on the other side, working with the same colleagues to defend the state.”


He highlighted the importance of what he called “winning outside the courtroom,” noting that even when a case does not result in a favorable ruling, it can still serve as a catalyst for justice reform. “Judgments from the ECOWAS Court often carry directives that push Governments toward strengthening the rule of law and human rights protections,” he said.


While reaffirming the Government's commitment to defending itself in court,  Alpha Sesay also made it clear that Sierra Leone is committed to addressing underlying issues raised in such cases. “We will not turn a blind eye to the broader reforms that may be needed,” he assured. “Our goal is to ensure that citizens do not have to go to the ECOWAS Court in the first place, because justice will be accessible and effective at the national level.”


The Attorney General added that the Government remains focused on building long-term legal capacity, with the ECOWAS Court training being just one component of a broader vision. “We are investing in our legal workforce. On behalf of the President and delegation of the ECOWAS Court, Justice Sengu Mohamed Koroma extended gratitude to the Attorney General, his team and the Government of Sierra Leone for their warm hospitality and unwavering commitment to regional justice cooperation.


Osman Ibrahim Kanu Esq., Director of Public Prosecutions (DPP), underscored the critical importance of understanding human rights law in the context of the ECOWAS Court's expanding mandate.


Welcoming the ECOWAS Court delegation to Sierra Leone, DPP Osman Ibrahim Kanu described the training as both timely and essential. He noted that while the ECOWAS Court was initially created to resolve trade disputes among member states, its mandate has significantly widened particularly to include human rights violations by states.


“Human rights issues now cut across every aspect of people’s daily lives,” the DPP stated. “That gives the ECOWAS Court jurisdiction over nearly every area of state responsibility. As State Attorneys, we often find ourselves as the defendants in these matters, so it is crucial that we are well-equipped to respond.”


He emphasized the importance of the training in helping Attorneys not only defend the state effectively but also proactively advise Government institutions to avoid actions that may result in human rights violations.


“This workshop is key. Many of the cases filed in the ECOWAS Court are against member states. We need to understand the legal landscape fully in order to defend our country and guide it away from potential legal pitfalls,” he added.


Osman Ibrahim Kanu also expressed appreciation to the ECOWAS Court of Justice for including Sierra Leone in this regional initiative, which has previously been implemented in other West African countries. He closed his remarks by urging participants to take full advantage of the training sessions and pledged to continue advocating for stronger legal capacity within the Ministry.


On his part, Alpha Sesay, Attorney General and Minister of Justice, emphasized the critical importance of strategic litigation and human rights awareness in strengthening Sierra Leone’s justice system. He expressed gratitude to the regional court for prioritizing legal capacity-building in Sierra Leone. “Thank you for the interest in helping to build capacity for the Law Officers Department,” he said, acknowledging that this was the second visit of the ECOWAS Court President to Sierra Leone.


The Attorney General stressed the evolving role of the ECOWAS Court and how its expanded mandate particularly regarding human rights violations requires deeper understanding and preparedness from State Attorneys. “From trade disputes, the court’s jurisdiction has widened significantly. It now touches on human rights issues that cut across nearly every facet of daily life,” he noted. “As state representatives, we are often the defendants in such cases. This training is vital.”


Alpha Sesay also drew on his personal experience, having previously been involved in human rights litigation against the state before assuming public office. “I’ve been on both sides,” he shared. “Before I was appointed Deputy Minister and now Attorney General, I filed cases before the ECOWAS Court and other regional mechanisms. Now I sit on the other side, working with the same colleagues to defend the state.”


He highlighted the importance of what he called “winning outside the courtroom,” noting that even when a case does not result in a favorable ruling, it can still serve as a catalyst for justice reform. “Judgments from the ECOWAS Court often carry directives that push Governments toward strengthening the rule of law and human rights protections,” he said.


While reaffirming the Government's commitment to defending itself in court,  Alpha Sesay also made it clear that Sierra Leone is committed to addressing underlying issues raised in such cases. “We will not turn a blind eye to the broader reforms that may be needed,” he assured. “Our goal is to ensure that citizens do not have to go to the ECOWAS Court in the first place, because justice will be accessible and effective at the national level.”


The Attorney General added that the Government remains focused on building long-term legal capacity, with the ECOWAS Court training being just one component of a broader vision. “We are investing in our legal workforce. EXPOSED!!! Zhou Wenjie’s Alleged Fraudulent and Criminal Activities Revealed in Shocking Investigation

A sustained and thorough investigation conducted over a period of time has uncovered what, from witness accounts and documents in our possession, is alleged to be a shocking case of corporate betrayal in Sierra Leone. Two private companies, Pioneer Industry Company SL Limited at Cline Town and Pioneer Power Engineering Company SL Limited at Mile 5, both built with years of hard work and investment by Zhang Ke and his wife, are now at the center of what evidence suggests to be serious fraud. Testimonies and records indicate that Zhou Wenjie is accused of using forgery and deceit to take control, destroying the legacy that took decades to build. These findings point to more than just a business dispute but a story of deep betrayal and criminal manipulation.

Zhang Ke, a respected Chinese entrepreneur who devoted more than two decades to Sierra Leone’s economic activity, invested his resources, land and expertise into building the two companies from the ground up. From witness statements and documents reviewed, it is claimed that following his return to China in 2019 to battle cancer, Zhou Wenjie, who had been serving as General Manager, launched a calculated campaign to seize control. Evidence gathered suggests that in January 2022, Zhou Wenjie diverted revenue from Pioneer Industry Company SL Limited’s oxygen plant into Pioneer Power Engineering Company SL Limited’s accounts without Board approval, a move described as the start of a systematic takeover.

According to documents examined, Zhou Wenjie is accused of orchestrating a signature forgery operation, using practice signature sheets found in the offices to falsify critical documents belonging to the rightful owners. Records further indicate that with these forged papers, Zhou Wenjie opened unauthorized accounts at Rokel Commercial Bank and Commercial Mortgage Bank, making himself the sole signatory and siphoning off substantial funds in both Leones and U.S. dollars. Client testimonies contend that Zhou Wenjie posed as “CEO,” signing contracts and diverting payments into fraudulent accounts under his exclusive control.

Family accounts and staff statements suggest that the scandal worsened after Zhang Ke’s death in December 2023, when his relatives discovered that both Pioneer Industry Company SL Limited and Pioneer Power Engineering Company SL Limited had been pushed to the brink of collapse under Zhou Wenjie’s irregular management. Eyewitnesses claim that employees and lawful tenants were forcibly removed from the Mile 5 property, land owned by Zhang Ke and his wife, in what has been described as a complete hijacking of their father’s life’s work.

Reports further assert that Zhou Wenjie is known to be a drug addict with a violent and intimidating temperament, creating a climate of fear among staff during his control of the companies.

Zhang Ke’s son and lawful heir, Zhang Jiakai, maintains that Zhou Wenjie’s actions amount to a ruthless exploitation of trust and a blatant theft of his father’s legacy. Based on the evidence reviewed, the Zhang family is pressing for a full audit of bank records at Rokel Commercial Bank’s and Commercial Mortgage Bank’s Lumley Branch and calling for prosecution of Zhou Wenjie for forgery and fraud under Section 349 of the Sierra Leone Penal Code.

Currently, the courts have frozen the companies’ accounts and placed an injunction on their operations, underscoring the seriousness of the accusations. Legal observers stress that this case represents more than a private dispute; it is a critical test of Sierra Leone’s justice system. Business analysts warn that failure to handle the matter with the seriousness it deserves could discourage foreign investors at a time when the Government is striving to attract international capital. They caution that allowing such criminal manipulation to go unpunished would send a dangerous message, ultimately undermining investment security and damaging Sierra Leone’s economic growth.

President Dr. Julius Maada Bio has renewed Africa’s call for permanent representation on the United Nations Security Council (UNSC), describing the continent’s demand as “a matter of fairness, not charity.”

Speaking at the Sixth African Union (AU) Committee of Ten Heads of State and Government (C-10) Summit, held virtually on Friday 25 July 2025, President Bio stressed that Africa’s exclusion from the Council’s permanent membership is no longer acceptable.

“As a continent historically excluded from the highest decision-making body on global peace and security, our call is not for charity but for fairness. Africa will no longer accept marginalization. The time to act is now,” he said.

President Bio, who serves as C-10 Coordinator, reviewed key milestones since the Fifth C-10 Summit in Equatorial Guinea and the adoption of the Oyala Plan of Action in February 2024. He highlighted Sierra Leone’s presidency of the UN Security Council in August 2024, during which the Council held its first-ever high-level debate on Africa’s exclusion from permanent membership.

Outlining the next phase of C-10’s advocacy, the President reaffirmed Africa’s demand for at least two permanent seats with all rights and privileges, including the veto if it remains as well as two additional non-permanent seats for the continent.

“These are not symbolic developments; they are signals that the world is finally listening,” he noted, citing growing international support, including the UN Pact for the Future and direct ministerial-level engagement with the P5 during the 79th UN General Assembly.

IOM and UNIDO Empower 25 Returnees with Automotive Skills Training

The International Organization for Migration (IOM) and the United Nations Industrial Development Organization (UNIDO), in partnership with the Freetown Polytechnic, have celebrated the graduation of 25 returnees who successfully completed an intensive automotive skills training program. The ceremony, held on Friday, July 25, 2025, at the Government Technical Institute Campus, Ferry Junction, marks a significant step in supporting sustainable livelihoods and reintegration opportunities for returnees in Sierra Leone.

The program, funded by the European Union (EU), focused on practical automotive maintenance, including engine repairs, tire and battery replacement and diagnostic checks. It forms part of a wider initiative to equip young people and returnees with hands-on technical skills to foster economic stability and discourage irregular migration.

Speaking at the event, Dr. Pauline Macharia, IOM Officer-in-Charge in Sierra Leone, underscored the importance of the initiative. “This training program provides industry-relevant skills that are critical in today’s evolving job market. By integrating modules on sustainable industrial practices, entrepreneurship and advanced technological applications, we are helping participants build a future that benefits their communities and the nation,” she said.

U.S. Embassy Reveals Resumption of MCC Compact, Unlocks $480 Million for Sierra Leone

The United States Government has formally approved a $480 million Millennium Challenge Corporation (MCC) Compact for Sierra Leone, signaling a major milestone in the country’s efforts to modernize its energy sector and strengthen bilateral ties with the U.S.

The announcement, confirmed through a post on X by the U.S. Embassy in Freetown, follows an extensive administration review of U.S. foreign assistance programs. The Compact, signed in September 2024, aims to address one of Sierra Leone’s most pressing challenges; access to affordable and reliable electricity.

The Government of Sierra Leone is contributing an additional $14.2 million to the program.

Sierra Leone is one of only 15 countries worldwide and two in Africa selected to move forward with an MCC Compact from an original pool of 25. This selection reflects strong confidence in the country’s governance, reform agenda and capacity to deliver results.

“The approval of this Compact is a vote of confidence in our Government’s commitment to transforming the energy sector,” said President Julius Maada Bio. “It is a landmark achievement that opens new doors for investment, job creation and long-term economic growth.”

In a statement posted on X, President Bio expressed gratitude to the U.S. Government and the MCC for their continued partnership. He also thanked U.S. Ambassador to Sierra Leone, Bryan D. Hunt, for his efforts in strengthening bilateral relations.

According to the MCC, only about 30 percent of Sierra Leone’s population currently has access to electricity, with rural access below five percent. Power outages and unstable voltage remain common, forcing businesses and households to rely on costly diesel generators despite being connected to the national grid.

The MCC Compact will address those challenges through three main projects:

- Distribution and Access Project: Focused on expanding electricity access and improving service delivery.


- Transmission Backbone Project: Aims to reinforce and expand the national grid.


- Power Sector Reform Project: Designed to build institutional capacity and attract private sector participation.

In a related development, Sierra Leone’s new Ambassador to the United States, His Excellency Amara Sheikh Mohammed Sowa, presented his credentials to President Donald J. Trump in Washington, D.C. on July 24, 2025. In a vibrant celebration of youth-led innovation and digital empowerment, Orange Sierra Leone, one of the country’s leading telecommunications companies, successfully concluded the 7th Edition of its Orange Social Venture Prize (OSVP) on Friday, July 25, 2025. The prestigious grand pitch event was held at the Orange Digital Centre on Hill Station in Freetown and showcased the ingenuity and entrepreneurial spirit of Sierra Leone’s brightest innovators.

The event brought together eight national finalists competing across two categories for a combined prize pool exceeding NLe 300,000. These finalists presented their tech-based solutions to pressing societal challenges, ranging from access to education and business support for MSMEs, to innovations in finance and healthcare.

Following a dynamic series of live pitches, two standout winners emerged: Edward Kamara, founder of MiBuks, emerged as the National Prize Winner, receiving a cash award of NLe 200,000 for his impactful digital platform designed to empower Micro, Small and Medium Enterprises (MSMEs) to track sales, expenses and inventory; generate receipts and invoices and build a digital credit profile from their transaction history and Richlyn Kainekay Turay, representing Smart College, was crowned the Tech Queen Female Category Winner, receiving NLe 120,000 in recognition of her innovative solution geared toward streamlining student access to higher education services through technology.

Delivering his address, Sekou Amadou Bah, Chief Executive Officer of Orange Sierra Leone, hailed the OSVP as a transformative initiative and reaffirmed Orange’s long-term commitment to youth empowerment, innovation and digital inclusion.

“Since launching OSVP in Sierra Leone in 2019, Orange has remained committed to empowering digital entrepreneurs with the tools they need to succeed, including funding, mentorship and platforms to scale their ventures.”

He noted that Orange’s involvement goes beyond telecommunications it is about being a catalyst for national development. Sekou Amadou Bah highlighted Orange’s investments in infrastructure, innovation and inclusion, particularly through the Orange Digital Centers (ODCs) established in six locations nationwide. Notably, three ODCs are dedicated to empowering women.

“In just three years, we’ve trained over 5,000 young Sierra Leoneans 47% of whom are women with a 15% job integration rate,” Sekou Amadou Bah revealed.

He emphasized that those efforts are not merely corporate social responsibility but part of a strategic vision to build a future-proof digital economy for Sierra Leone.

Fredrick Hans Ampiah, Resident Representative of the United Nations Development Programme (UNDP) in Sierra Leone, commended the OSVP for spotlighting homegrown innovation and called for structural investments in Sierra Leone’s innovation economy.

“In my former life, our ambition was to position Ghana as the ICT hub of West Africa. We built incubators, attracted venture capital and supported startups that are now global names. Sierra Leone can achieve the same what we need is commitment, structure, and vision,” Fredrick Hans Ampiah maintained.

He urged policymakers and stakeholders to view Sierra Leone’s small market size not as a limitation but as an opportunity to build exportable, scalable solutions that can thrive across borders.

Fredrick Hans Ampiah further praised Orange’s work in building the digital skills pipeline but pushed for deeper public-private partnerships to accelerate innovation:

“For UNDP, this isn’t just about prizes. It’s about building a whole innovation economy one that has the right policies, infrastructure, financing and talent pipeline to truly transform lives and communities.”

In a powerful reflection, Minister of Communication, Technology and Innovation, Salima Bah, spoke of the transformative journey Sierra Leone has taken over the past seven years in digital innovation.

“Seven years ago, there was virtually no Government innovation policy. Today, thanks to collective efforts from Government, the private sector and partners like UNDP, UNICEF and the World Bank, we are seeing the tangible fruits of that investment.”

She proudly cited examples of local innovators gaining regional and international recognition and emphasized that Sierra Leone’s agility and scale make it an ideal testbed for innovative solutions.

“The concept of ‘Country as a Lab’ is not just rhetoric. Our relatively small population gives us a competitive advantage it allows us to pilot, refine and scale tech solutions quickly.”

Salima Bah also announced the imminent launch of national consultations for Sierra Leone’s Startup Act, a legal framework tailored specifically to startups, modeled after similar successful frameworks in Nigeria and Egypt.

“Startups are not SMEs. They need their own regulations not restrictions. This Act will be co-created with the ecosystem—for the ecosystem.”

She ended her address with a resounding message to young entrepreneurs and innovators: “We understand your journey. We are with you. And we will walk this path together.”

Reacting to his win, Edward Kamara, founder of MiBuks, expressed deep gratitude to Orange Sierra Leone, describing the recognition as a strong validation of his team’s efforts to digitize the operations of small businesses in the country.

“This award affirms the vision behind MiBuks a platform born out of a passion to transform how MSMEs operate in Sierra Leone and across Africa,” Edward Kamara said. “I dedicate this win to every entrepreneur struggling with manual records or seeking access to finance. We will reinvest this prize to further expand our reach especially to underserved communities.”

Richlyn Kainekay Turay, representing Smart College, who was crowned Tech Queen in the Female Category, also expressed heartfelt appreciation to Orange Sierra Leone. She used the opportunity to encourage other young women pursuing careers in technology.

“This award is a justification of the work we’re doing at Smart College to make access to higher education services more seamless and inclusive,” she said. “I dedicate this win to every young girl dreaming of building tech solutions that solve real problems. Let this be a reminder that innovation has no gender.”
