Lands Minister Clarifies Court Verdict, Reaffirms Commitment to Rule of Law

In recent days, public attention was drawn to a media publication concerning a court ruling in a matter reportedly involving the Minister of Lands, Housing and Country Planning, Dr. Turad Senesie. Responding to the concerns raised, the Minister has provided clarifications, reaffirming his commitment to the rule of law while addressing misconceptions surrounding the case.

In making his clarifications, Dr. Turad Senesie first extended his gratitude to the court for its efforts in upholding justice and addressing land-related conflicts in Sierra Leone. He underscored the importance of the Judiciary’s role in resolving land disputes, particularly in a country where land tenure issues remain a significant challenge.

He emphasized that as Minister, his role is primarily at the policy level, with decisions informed by the recommendations of professionals and departmental heads within the Ministry. Land allocations, he explained, are executed based on layouts presented by technical experts, ensuring that available plots are designated for appropriate purposes. However, he lamented the prevalence of fraudulent activities in the sector, citing widespread document falsification and illegal land grabs that have deprived many legitimate citizens and investors of rightful ownership. Combating these entrenched practices, he noted, has been an ongoing struggle but remains a priority.

Dr. Turad Senesie made it clear that the case in question was neither within his personal knowledge nor was he ever served any formal notice or summons to appear before the court. He stated that the matter was one of many unresolved land disputes inherited upon his assumption of office, largely stemming from past administrative malpractices. He pointed to instances where state lands were illicitly converted into private properties due to inefficiencies or deliberate misconduct by certain officials before his tenure. While measures have been taken to address such cases, he assured the public that further actions against complicit individuals would continue as needed.

He further revealed that the court verdict indicated the Solicitor General’s Office, which represents Government Ministries, Departments and Agencies (MDAs), had been notified of the matter but failed to make the necessary legal representation. Recognizing this lapse, he expressed hope for improved coordination between Government legal entities moving forward. He acknowledged that the court, in the absence of representation, had no choice but to proceed with a default judgment as per legal protocols.

Despite the circumstances, Dr. Turad Senesie reiterated his unwavering respect for the Judiciary and affirmed his commitment to due process. Had he been made aware of the case as a private individual, he asserted, he would have duly presented himself before the court to respond accordingly. His long-standing cooperation with the Judiciary, including efforts to protect its land assets from encroachers in Bellair Park, York, Waterloo and other locations, exemplifies his dedication to supporting state institutions.

Looking ahead, he disclosed plans to engage with the Attorney General’s Office and the Chief Justice to seek a judicial review of the ruling, ensuring that due process is observed. He expressed deep appreciation for the overwhelming support he has received from the public, friends and well-wishers, reaffirming his resolve to continue serving the nation with integrity and transparency.
