The National Civil Registration Authority (NCRA) continues to spearhead the issuance of Securitized and Multi-purpose Biometric Identity Cards across Sierra Leone, a significant step in modernizing national identification. These ID cards are classified into three distinct categories: National Identity Cards, available to Sierra Leonean citizens aged 12 and above; ECOWAS ID Cards, which can be obtained upon request by both Sierra Leoneans and ECOWAS citizens; and Non-National ID Cards, which are mandatory for all foreign residents living in the country. These identity documents are not only essential for confirming one's legal status but also serve as a gateway to accessing numerous services in both the public and private sectors.

The necessity of securing a Biometric ID Card has been strongly underscored, particularly following the parliamentary ratification of an agreement that makes the National Identification Number (NIN) a prerequisite for obtaining key services. One major implication of this regulation is that foreign nationals applying for work or residence permits must present their Non-National ID Cards, complete with their assigned NIN, to the relevant Ministry or Department for processing. This new requirement aligns with efforts to standardize identity verification across various sectors.

For Sierra Leonean citizens, obtaining a Biometric ID Card is a critical step in safeguarding their identity and ensuring smooth access to essential services. The card acts as verifiable proof of citizenship and is indispensable for various financial and administrative transactions, including opening bank accounts, making withdrawals and engaging in foreign exchange transactions. Without it, individuals may face unnecessary obstacles and inconvenience. Therefore, it is prudent for all citizens to visit the nearest NCRA office and secure their Biometric ID Cards without delay.

This nationwide registration campaign is not only about identification but also about strengthening personal security and facilitating easier access to Government and corporate services. To streamline the application process, the NCRA has expanded its presence by establishing multiple offices and designated registration centers across the country, making it convenient for applicants to acquire their Biometric ID Cards.

Beyond serving as identification, the Biometric ID Cards are integral to Sierra Leone’s security framework. They are embedded with advanced chips that store biometric data, ensuring reliable authentication. Each cardholder is assigned a unique 11-digit National Identification Number (NIN), linking them to the national registry. The significance of this number extends to the education sector, where it is now a mandatory requirement for primary school students preparing for public examinations. In an effort to enhance national security, possession of a Biometric ID Card is also required at checkpoints for those traveling within the country. The cards not only enhance personal security but also contribute to a more organized and regulated identification system, reducing fraud and identity-related crimes.

Parliament Endorses Joseph John Senesie, Susan B. Koker for Transformational Leadership in SLCS

The Sierra Leone Parliament has officially approved Joseph John Senesie as the new Director General and Susan Baby Koker as the Deputy Director General of the Sierra Leone Correctional Service (SLCS). The approval or ratifications of their nominations by President Julius Maada Bio on the 10th January, 2025 was done during a parliamentary session on Thursday 30th January, 2025.

During the parliamentary session, Members of Parliament (MPs) praised the professional credentials of both Joseph John Senesie and Susan Baby Koker, describing them as experienced administrators with strong backgrounds in prison management and criminal justice reform. Their appointments, it was underscored, signal a continued focus on transforming the correctional system into one that prioritizes rehabilitation and reintegration.

Following their parliamentary approval, Joseph John Senesie and Susan Baby Koker were formally dressed at the Correctional Canteen on Pike Street in Freetown, where they outlined their vision for the institution.

The newly Director General, Joseph John Senesie emphasized that the primary focus of the Correctional Service should shift from punishment to rehabilitation and reintegration. He stressed the need for education, vocational training and mental health programs that would equip inmates with skills to reintegrate into society successfully.

Recognizing overcrowding and resource constraints as key challenges, the DG called for strong collaboration with stakeholders to improve living conditions, ensure human rights are upheld and create a system where rehabilitation takes precedence over retribution. He also commended his predecessor, Brigadier-General SD Ngaujah, for laying a foundation for future reforms and pledged to build on his legacy.

Brigadier-General SD Ngaujah, the outgoing Director General, reflected on his tenure, recalling the difficulties faced when he assumed leadership. He noted that through teamwork, significant progress had been made in improving security and healthcare within the correctional system. He urged the new leadership to prioritize unity and collaboration, emphasizing that effective leadership depends on teamwork rather than competition.

The out gone DG also encouraged aspiring leaders within the Correctional Service to support the new administration, as leadership opportunities would come with time. He assured the institution of his continued support from his new position in the Republic of Sierra Leone Armed Forces.

The Minister of Internal Affairs, Rtd. AIG Morie Lengor Esq., described the event as a significant milestone for the Correctional Service, noting that the appointment of a new leadership team was a reward for dedication and service. He pointed out that Joseph John Senesie is the youngest person to hold the position of Director General in the history of the institution, a testament to the Government’s commitment to meritocracy.

The Minister acknowledged the contributions of the outgoing leadership and reaffirmed the Government’s commitment to tackling overcrowding in correctional facilities. He revealed that, in collaboration with the United Nations Development Programme (UNDP) and other partners, new correctional facilities are being constructed in Pujehun, Karene and Falaba, while the Waterloo Free Trial Detention Center is undergoing expansion.

Rtd. AIG Morie Lengor Esq. also emphasized the need for a strong rehabilitation framework to reduce repeat offenses, urging the new administration to focus on vocational training and skill development programs that would help inmates contribute positively to society after their release. He highlighted the proposed relocation of the Pademba Road Correctional Center as one of the key challenges requiring urgent attention.

The Deputy Director General, Susan Baby Koker, in her vote of thanks, expressed deep appreciation to President Bio for entrusting her with the role, as well as to Parliament for their endorsement. She acknowledged the leadership of the former Director General, Brigadier-General Ngaujah, and credited his dedication to setting high standards within the Correctional Service.

She also extended gratitude to her family for their support and commended the organizing team for their efforts in making the event successful as well as recognizing all those who played a role in ensuring a smooth transition.

Susan Baby Koker concluded by pledging to work closely with the new Director General to advance the goals of the Sierra Leone Correctional Service, ensuring that the institution continues its journey toward effective and humane prison management.

With the approval and inauguration of the new leadership, the Sierra Leone Correctional Service enters a new chapter focused on reform, rehabilitation and reintegration. The expectations are high and the challenges are significant, but the commitment from both the new and outgoing leadership suggests a shared vision of a modernized and effective Correctional system.

 


“President Bio Introduces Me As His Prime Minister in Certain Gatherings…” -Dr Sengeh

In a recent interview with SL News Blog, Chief Minister Dr. Moinina David Sengeh disclosed that President Julius Maada Bio has occasionally introduced him as the Prime Minister during specific gatherings. This revelation follows Dr. Moinina David Sengeh’s recent visits to Koinadugu, Bombali and Tonkolili districts.

Dr. Moinina David Sengeh clarified that while the President sometimes refers to him as Prime Minister in certain contexts, his primary concern remains his responsibilities rather than titles.

“Interestingly, in certain contexts, no lesser a person than the President sometimes introduces me as his Prime Minister. However, it does not matter what people choose to call me—be it Prime Minister, Chief Minister, Ordinary Minister, Youngman Minister or Headman Minister. What truly matters is my function, which includes leading coordination and delivery for the Government and I am enjoying that responsibility,” he remarked.

He further stated that his focus is on executing the duties of his office rather than being preoccupied with titles. He noted that different countries use various terminologies for Government coordination roles and reaffirmed his dedication to serving the nation.

“President Bio is a fantastic leader and a great mentor. Every time we converse, I ensure I have my notepad to take detailed notes. The growth and development I have achieved over the years are due to his guidance, and I hope to pass on his influence to younger generations,” he added.

Dr. Moinina David Sengeh accompanied President Bio to Marampa Mines in Lunsar, where over $3.5 million was allocated to local authorities through the Community Development Fund. Following this, he proceeded to Makeni to engage stakeholders on Human Capital Development initiatives.

After parting ways with President Bio in Bombali District, Dr. Moinina David Sengeh continued his tour to Kabala, where he engaged residents on the Government’s key development priorities, known as the Big Five, as well as the Tripartite Initiative aimed at fostering national unity.

As part of efforts to assess progress and address challenges associated with President Bio’s Big Five Development Agenda, Dr. Moinina David Sengeh met with the Council of Paramount Chiefs in Masiaka. This high-level engagement gathered Paramount Chiefs from across the country to evaluate the achievements and obstacles encountered in implementing the Government’s strategic initiatives.

With his unwavering dedication to governance coordination, Dr. Moinina David Sengeh continues to play a crucial role in advancing Sierra Leone’s development agenda under President Bio’s leadership.


Handmaidens of the Western Religious Extremists

Since before colonial times, our foremothers have used the tools available to them to make safe and dignified decisions about when and how they had children. Colonial powers enshrined into law a ban on many of these practices. And, even as the medical technology existed to make these decisions safely, we are still left with the residue of colonial control of the family planning choices of women in Sierra Leone. Even 63 years post-independence, many in our society hold on feverishly to these external controls of our society. Apparently, the West jumps and some of our leaders say, “How high?”. Case in point: the Inter-Religious Council and their close-minded opposition to the Safe Motherhood Bill.

In the latest debate on the Safe Motherhood Bill, the Inter-Religious Council takes its cues and talking points from far-right religious extremism in the United States. Money and messaging are pouring into our country that mirrors word-for-word the rhetoric in the U.S. The western far-right religious agenda is to infiltrate important policy debates in countries like Sierra Leone to strengthen their global power. In the Inter-Religious Council’s desire to win the approval of these extremists, they choose to ignore many important facts.

They ignore that 3-5 women die every day from pregnancy and childbirth complications, with unsafe abortions accounting for 10% of maternal deaths.. They seem to believe that the lives of our most desperate aunties, sisters, daughters and mothers are the price we must all pay for this agenda– as if our lives are meaningless and disposable. The opposition to this bill has chosen this position rather than face the reality at hand.

They ignore the stifling poverty that so many Sierra Leoneans face. For many families, the ability to decide whether to have another child can mean extending poverty into yet another generation. Women know this and should be able to make these important decisions for their children and the generations that follow.

They ignore that Sierra Leone is a religiously tolerant country. We are skeptical of the push of any one version of religion shaping the policies and practices of our Government who must be accountable to all.

They ignore that we are a practical and compassionate country. These same forces have created contentious and cruel public debate in their own countries that ignores the suffering of half of their population and that offers no real solutions to the challenges women face.

They ignore that abortions will continue to happen as they always have. This is not an issue of abortion but of safe abortion and reproductive care and whether desperate women deserve to die because of the decisions they feel they must make.

Rather than act as the handmaidens of religious extremists in the United States and distribute inaccurate images of fetuses, we implore them to take seriously the true realities of Sierra Leone and address the hardships faced by the women in their congregations. We call on them to prioritize the well-being of Sierra Leonean women. We implore them to hear directly from women and hear their cries for safety in motherhood and beyond. We ask that they disavow the resources and influence of far-right religious extremists and focus on how we can improve the health of women and children here.

The Safe Motherhood Bill is an opportunity to shape Sierra Leone for Sierra Leoneans of all faiths. Sierra Leoneans deserve an Inter-Religious Council that does not ignore our suffering but works closely with political leaders to shape compassionate policy that cares for both men and women.

 


APC Calls for Accountability in High-Profile Drug Trafficking Cases

The All People's Congress (APC) has on January 29, 2025 issued a Press Release expressing deep concern over recent allegations linking high-ranking Government officials to international drug trafficking networks. Signed by Lansana Dumbuya, the party’s Secretary General, the statement calls for urgent transparency and accountability to protect Sierra Leone’s integrity and reputation.

The APC's statement follows alarming reports that a vehicle belonging to Sierra Leone’s Ambassador to Guinea was found with illicit drugs by Guinean authorities. Additionally, the party highlights the alleged association of convicted European drug trafficker Jos Bolle with senior Government officials, including members of the First Family. These developments, the APC warns, risk tarnishing Sierra Leone’s international image, deterring foreign investment and exacerbating the country’s struggle with drug abuse among its youth.

The APC has pointed to several unresolved drug-related incidents that it claims further undermine public trust in the Government’s commitment to fighting drug trafficking. These include:

- The mysterious container from Brazil suspected of carrying narcotics.


- An unidentified aircraft that landed at Lungi International Airport under suspicious circumstances.


- The interception of cocaine disguised as garri in the United Kingdom, reportedly originating from Sierra Leone.


- The alleged protection and harboring of convicted drug trafficker Jos Bolle by key Government officials.

The APC contends that these incidents cast doubt on whether state institutions are being used to combat or facilitate international drug trafficking.

To restore public confidence and uphold national integrity, the APC called for the following urgent actions to be undertaken:

- Independent Investigation: The party demands a thorough and impartial investigation into all drug trafficking allegations involving Government officials. It insists that this investigation be conducted by an independent commission with the involvement of international bodies such as the United Nations Office on Drugs and Crime (UNODC) and the Economic Community of West African States (ECOWAS).


- Accountability and Prosecution: The APC asserts that all individuals implicated in drug-related crimes, regardless of status or political affiliation, must face legal consequences. It calls for swift prosecution of those named in recent reports.


- Public Disclosure: The party urges the Government to provide full transparency on past and ongoing investigations, particularly regarding the intercepted drugs in Guinea, the Lungi Airport incident and the Brazilian container.


- Whistleblower Protection: The APC stresses the need for legal protections for individuals who provide credible information about drug trafficking networks, ensuring their safety and encouraging further revelations.


- Strengthening Border Security: Noting Sierra Leone’s vulnerability as a drug transit route, the APC calls for immediate improvements in border security, including modern surveillance technology and stricter screening at entry points.

The APC reaffirmed its dedication to protecting Sierra Leone from becoming a haven for drug traffickers and criminals. The party pledged to continue holding the Government accountable and exploring all legal avenues to bring perpetrators to justice.

In the concluding aspect of the Press Statement, the APC called on Sierra Leoneans, Civil Society Organizations and international partners to join them in demanding justice, transparency and a drug-free nation. Emphasizing the stakes for the country’s youth and international reputation, the party insists that the Government must take immediate and decisive action to address these concerns.

It must be highlighted that at a recently held APC Monthly Parliamentary Conference at the APC Party’s headquarters on Old Railway Line, Brookfields, on Wednesday, January 29, 2025, Hon. Abdul Kargbo, the leader of the opposition in Parliament, echoed similar concerns regarding Sierra Leone's involvement in international drug trafficking networks and called on the Bio-led Government to take urgent action to protect Sierra Leone from the international reputational damage the country is currently facing.

Addressing the Press, he cited multiple instances of the Bio-led administration's involvement in the cocaine trade, suggesting that there are efforts to turn the country into a drug cartel hub.

Hon. Abdul Kargbo further highlighted that Sierra Leoneans were recently deported from Guinea due to drug-related offenses, specifically cocaine and Kush. The Guinean Government accused Sierra Leoneans of importing Kush into their country.


He described the situation as shameful, noting that the Guinean Government disregarded diplomatic protocols by failing to involve the Sierra Leonean Embassy or Ambassador in the deportation process. This, he claimed, was due to Guinea's suspicion that the Sierra Leonean Ambassador and Embassy were deeply involved in the cocaine and Kush trade.


He cited as evidence the recent discovery of a large quantity of cocaine in a vehicle belonging to Sierra Leone's Embassy in Guinea.

Furthermore, Hon. Abdul Kargbo demanded clarity on the recall of Sierra Leone’s Ambassador to Guinea. He also urged the Bio-led Government to address allegations that it is harboring a convicted drug kingpin in Sierra Leone. His concerns grew stronger following the circulation of photographs on social media showing the drug kingpin who has been sentenced to 24 years in the Netherlands in close proximity to the presidency.

The Government's failure to respond to these allegations, he asserted, has caused severe reputational damage to the state. He emphasized the urgency of accountability regarding both the convicted drug trafficker and the recalled Ambassador in order to restore Sierra Leone’s credibility.

On the issue of the Counter-Terrorism Act, which has been tabled in Parliament, Hon. Abdul Kargbo strongly criticized the Bill, calling it a calculated attempt to suppress dissenting voices including political parties, the media, and ordinary citizens.

He argued that the Bill does not align with the African Model on Counter-Terrorism and, if passed, could undermine legitimate political advocacy, peaceful protests, and constructive criticism of the Government.

The Opposition  Leader urged the Bio-led Government and the Speaker of Parliament to reconsider the Bill and ensure that it aligns with the African Model, which includes provisions for exemptions.

He concluded by affirming that the APC Party supports the fight against terrorism but insists that such efforts must be in line with Sierra Leone’s Constitution and the fundamental rights and liberties of its citizens.

NP (SL) Enhances Accessibility and Reliability Across Sierra Leone and Beyond

In a heartfelt ceremony hosted by Mariatu Sesay, the CEO of Kadiatu A Mother’s Love Foundation, the tireless dedication of volunteers and leaders from two of Sierra Leone’s most impactful charity organizations was celebrated. The event honored the invaluable contributions of the Sick Pikin Project and Social Workers Sierra Leone, acknowledging the critical role they play in community service across the country.

Mariatu Sesay, a passionate advocate for social change, expressed her profound admiration for the leadership and commitment demonstrated by Ishmeal Alfred Charles and Hassan Koroma, the leaders of these organizations. “I am truly impressed with the dedication these gentlemen show in their work,” Mariatu Sesay remarked, her voice filled with sincerity. “They are not only devoted to their respective missions but also provide invaluable support to my organization.”

The ceremony, which brought together volunteers and key figures from both organizations, served as an important occasion to honor the selfless individuals who devote their time and energy to improving the lives of those in need. While acknowledging her own efforts from afar, Mariatu Sesay emphasized how the collaboration with these groups has played a crucial role in advancing the mission of her Foundation. “The partnership and collaboration we share are remarkable and I am delighted to be part of it,” she noted, recognizing the essential role these alliances have played in furthering the Foundation's work.

Domesticate the African Union Transitional Justice Policy (AU-TJP): A Call to the Government of Sierra Leone

Although a lot has been done to develop and adopt this policy, it is worth emphasizing that an adopted policy is merely a piece of paper if the provisions and guidelines are not domesticated and implemented as expected. I therefore recommend this policy to all relevant AU Member States and wish them success in its effective implementation.” These were the words of H.E. Ambassador Minata Samate Cessouma, Commissioner for Political Affairs African Union Commission Addis Ababa, Ethiopia. The Ambassador referred to the African Union—Transitional Justice Policy (AU-TJP).

In 2019, the African Union adopted the African Union—Transitional Justice Policy (AU-TJP). The African Union (AU) Panel of the Wise, one of the AU Peace and Security Council pillars, embarked on research and produced a report titled “Non-Impunity, Truth, Peace, Justice, and Reconciliation in Africa: Opportunities and Constraints.”

According to the AU-TJP document, the findings indicate that Africa has varied experiences in transitional justice (TJ). Still, no comprehensive policy framework was developed to guide and promote experience sharing among Member States. Based on this, the report proposed developing a policy on TJ for adoption by the relevant AU organs.

It also recommended an advocacy role for the Panel of the Wise to effectively promote and reinforce guiding principles on the rule of law and TJ across the continent. Upon approval of the Panel of the Wise report and its recommendations, the AU policy-making organs mandated the AU Commission (AUC), through the Department of Political Affairs, to work with all stakeholders, particularly AU Member States and members of the Human Rights and Transitional Justice Cluster of the African Governance Architecture (AGA), to develop the TJ policy. The policy is a dream come true as a guide to AU Member States needing TJ interventions.

The AU-TJP serves as a continental framework for developing comprehensive policies, strategies, and programs tailored to the specific context of individual AU Member States. These programs are intended to promote democratic and socio-economic transformation and sustainable peace, justice, reconciliation, social cohesion, and healing. African societies confront unique obstacles in pursuing these goals because of their history of violent conflicts and systematic or egregious violations of human and peoples' rights. The policy is designed to help AU Member States achieve these goals in a sustainable and integrated way.

The AU-TJP broadens the definition and elements of the term Transitional Justice (TJ) by describing it as the range of institutional mechanisms and policy measures—whether formal, traditional, or non-formal—that societies adopt through inclusive consultative processes to address historical injustices, divides, and inequalities and to establish the conditions necessary for security as well as democratic and socio-economic transformation. The goal of transitional justice is to support societies that have experienced violent wars in the past and systematic or flagrant human and people rights abuses as they work toward a future of justice, equality, and dignity.

Following an 11-year civil war, Sierra Leone became the first country to employ two forms of transitional justice. In July 2002, the Residual Special Court and the Sierra Leone Truth and Reconciliation Commission (TRC) were established. In the twenty-plus years since the end of the war, the nation has remained largely calm, though there had recently been political unrest in several towns and cities.

The TRC report has recommendations that have yet to be implemented by the government and other stakeholders. The report needs more public awareness, especially since most of its findings on the war have been envisaged in communities recently. Additionally, the Tripartite Committee report on the outcome of the 2023 elections also showed lapses and contains various recommendations that, if fully implemented, would greatly benefit the country.

In Sierra Leone, the TJP’s peacebuilding component was pursued through peace agreements and talks, which are expected to incorporate TJ concerns into account from the start of any mediation or negotiating process. Stakeholders must, therefore, ensure that TJ considerations have a beneficial impact on resolving all conflict aspects. They should be included in peace processes’ agenda items. The AU-TJP’s peace process component aims to stop current violence and eliminate any danger that will worsen the situation. It includes assurances of security and protection for citizens living in areas afflicted by conflict or violence, particularly those that are particular to the security requirements of women, children, and other disadvantaged and vulnerable groups.

Without question, Sierra Leone has used a variety of transitional justice processes to address the consequences of its devastating 11-year civil war, and it has achieved substantial progress. The TRC was founded to record violations of human rights and foster healing. It also offered a forum for offenders and victims to discuss their experiences. Nevertheless, not all of its proposals have been put into practice. The primary prosecutorial authority for war crimes in Sierra Leone is the Special Court for Sierra Leone (SCSL). Although it succeeded in convicting many well-known individuals, it was criticised for being led from the outside and not entirely in line with local requirements. Programs for reparations intended to make up for victims have been severely restricted in scope and finance, leaving many survivors nationwide without sufficient long-term support.

The AU-TJP offers adaptable and flexible principles, policy parameters, and strategic frameworks to the AU Member States, non-state actors, and other stakeholders in the field of TJ. These will aid in the planning and executing transformational TJ programs, consolidate peace during the emergency/transition phase, and increase the likelihood of successful long-term sustainable development in Sierra Leone. The fundamental minimum values and standards that guide behaviour throughout all TJ processes form the foundation of the AU-TJP. These guidelines, which form the basis of the TJP’s justification, will guarantee that TJ initiatives tackle the underlying causes of conflict and work to establish lasting peace, social justice, accountability, and transformative democratic and socio-economic change.

From 2019 to date, some work has been done in Sierra Leone on the AU-TJP. But that is far from what is expected. The current state of the AU-TJP in Sierra Leone arguably sits well with Ambassador Cessouma’s fears expressed over four years ago that “an adopted policy is merely a piece of paper if the provisions and guidelines are not domesticated and implemented as expected.”

Campaign for Good Governance (CGG) has produced a simplified version of the AUTJP, organized regional workshops to raise awareness of the policy, and held meetings with key actors, such as the Human Rights Commission of Sierra Leone and the former Minister of State, Professor John Francis. CGG also organized an annual TJ Dialogue, which was also used as a forum to popularize the AUTJP. In one of the engagements in 2021, CGG and the African Transitional Justice Legacy Fund (ATJLF) hosted a Reflection Dialogue with other Civil Society Organizations (CSOs), the media, representatives of political parties and key Stakeholders at Raddison Blu, Hotel in Freetown.

The Reflection Dialogue created an opportunity to share with colleagues from Liberia and Cote D'Ivoire in the presence of moral guarantors like the UNDP and Inter-Religious Council, whilst the Human Rights Commission of Sierra Leone (HRCSL) and the Residual Court of the Special Court of Sierra Leone gave insights on the status of Transitional Justice mechanisms in Sierra Leone. The Minister of Political and Public Affairs gave the keynote address and reiterated the GOSL's commitment to national cohesion, peace, respect for human rights and good governance. It was the collective view of participants to push for the domestication of the African Union Transitional Justice Policy (AUTJP) to complement the gains already made in the country.

Sierra Leone must live up to the commitment of domesticating the AU-TJP so that the policy does not fit into the description of it being “merely a piece of paper” owing to the lack of domesticating and implementing the provisions and guidelines in the document.


First Lady Hands Over Orange Digital School Kits to Ansarul Primary School in Kono

The First Lady of the Republic of Sierra Leone, Dr. Fatima Maada Bio, on Monday, January 27, 2025, officially launched Orange Foundation Sierra Leone's Orange Digital School Kits initiative. The event held at the Ansarul Islamic Primary School for Girls in Kono District, her alma mater, was a significant step toward enhancing the digital learning experience for young pupils in Sierra Leone.

Dr. Fatima Maada Bio, alongside Orange Sierra Leone CEO, Sekou Amadou Bah, ceremoniously handed over a comprehensive set of digital school kits to the school. The donation aims to foster technological literacy and equip pupils with critical skills to thrive in a digital era.

The ceremony, hosted in the school hall, attracted high-profile attendees, including the Mayor of Koidu City, Komba Mathew Sam, Orange Sierra Leone General Secretary, Danetta Younge; Head of Orange Digital Centre, Finnah Mariama Stevens as well as school authorities, community stakeholders and local residents.

The donated digital kits comprised cutting-edge tools such as tablets, Raspberry Pi devices, laptops, Bluetooth speakers, projectors, screens, headsets, extension cables, power banks and solar panels. These resources are tailored to enhance digital literacy, providing students with access to a tech-driven education.

In her remarks, Finnah Mariama Stevens emphasized the need for technological tools to drive innovation and bridge the digital divide. “From Freetown to Bo, Kenema, Kailahun, Pujehun and now Kono, the Orange Foundation is ensuring that every child in Sierra Leone has access to the technological tools essential for today’s world,” she said. She underscored Orange Sierra Leone's commitment to the Government’s human capital development agenda and its focus on empowering young girls through access to digital resources.

Addressing the gathering, Sekou Amadou Bah, CEO of Orange Sierra Leone underscored the transformative potential of the Digital School Kits in promoting education and empowering pupils through technology.

“These kits are electronic libraries designed to provide educational content to schools with limited or no internet access,” he noted. “Currently, 16 countries, including Sierra Leone, have benefited from this program, with 1,400 schools and 500,000 pupils gaining access to digital education tools.”

Over the past three years, Orange Sierra Leone has donated 35 Digital School Kits, impacting over 10,000 pupils nationwide. The initiative also offers schools the opportunity to participate in the prestigious Wiki Challenge, an international competition organized by Orange Group. Last year, a Sierra Leonean school, Dele Preparatory School, won a €5,000 prize for their article on “Krio Print Dress.”

Sekou Amadou Bah urged pupils and teachers to handle the equipment with care and fully utilize them to enhance learning. “With technology, we can expand our horizons and enable new ways of easy learning. These tools are not just about access but about empowering young minds to explore and innovate,” he stated.

He reaffirmed Orange Sierra Leone’s commitment to supporting the Government’s human capital development agenda through initiatives that align with President Julius Maada Bio’s vision for the country.

His Worship, Mayor Komba Mathew Sam, expressed his gratitude to Orange Sierra Leone for selecting the Ansarul Islamic Primary School for Girls as a beneficiary of the initiative. He praised Orange Sierra Leone for bringing such innovative resources to his district and urged the school to utilize the digital kits to their fullest potential.

Reflecting on his own educational journey, Mayor Komba Mathew Sam stated, “During my school days, I did not have the privilege of learning about computers until my college years. These young girls are fortunate to have this opportunity at such an early stage and I hope they make the most of it.”

Headmistress Zainab Bah also commended the Orange Foundation for their generosity and expressed appreciation to Dr. Fatima Maada Bio for gracing the event. “We are committed to making the most of these resources to enhance our pupils’ learning experience and ensure their sustainability,” she assured.

She also expressed her gratitude to Orange Sierra Leone for the digital school kits, praising their efforts to empower girls across the country. “May God bless Orange Sierra Leone, elevate them and help them grow from strength to strength,” she concluded.

Indian High Commission Marks 76th Republic Day, Pledges Support and Cultural Exchange with Sierra Leone

The High Commission of India in Sierra Leone commemorated the 76th Republic Day of India with a vibrant series of events on Sunday, January 26, 2025. The celebration included a Flag Unfurling Ceremony at the Chancery premises in the morning and a Reception at Mamba Point, Lagoonda, Aberdeen, Freetown, in the evening.

At the Reception, the Indian High Commissioner to Sierra Leone, H.E. Baisnab Charan Pradhan, reaffirmed India’s commitment to fostering education and capacity-building in Sierra Leone. He highlighted India’s ongoing support through programs such as the ITEC & ICCR scholarships, the Pan-African Tele-Education/e-VidyaBharati initiative and the establishment of a Learning Center at Fourah Bay College.

High Commissioner Baisnab Charan Pradhan underscored the strong partnership between India and Sierra Leone, which is built on mutual respect and shared goals. He revealed that over 300 Sierra Leonean Government officials have benefited from ITEC programs and around 100 students have pursued higher education in India through ICCR scholarships.

He stated, “Our development cooperation with Sierra Leone, through Lines of Credit, aggregates to $250 million, with $100 million worth of projects already completed.” These projects include various infrastructure initiatives, such as the ongoing construction of the University of Science and Technology in Koidu, irrigation development in Tomabum and the expansion of potable water facilities in key communities, he further revealed.

Additionally, High Commissioner Baisnab Charan Pradhan announced India’s recent grant of $990,000 under the India-UN Development Fund for the project, “Enabling Economic Independence for Specifically Abled Persons in Sierra Leone (Persons with Disabilities).” He also praised the Indian diaspora in Sierra Leone for their contributions to trade, manufacturing, healthcare and education, which have significantly bolstered the nation’s socio-economic fabric.

The High Commissioner noted that India and Sierra Leone share common challenges, such as achieving sustainable development and addressing climate change. He expressed India’s readiness to collaborate with Sierra Leone to turn these challenges into opportunities by leveraging technological advancements and experience.

The Deputy Minister of Foreign Affairs, Madam Francess Alghali, extended her gratitude to India and the Indian community for their unwavering support to Sierra Leone. She recalled India’s pivotal role in ending Sierra Leone’s civil war through its substantial contribution to the UN peacekeeping force (UNAMSIL), including the leadership of General Vijay Kumar Jetly.

She noted India’s sustained support for Sierra Leone’s development priorities, particularly in healthcare, information technology and education. India’s assistance has also extended to trade, with Sierra Leone benefiting from imports of pharmaceuticals, plastics, rice, vehicles and industrial machinery, she furthered.

“The Republic of India has been a steadfast and reliable partner for Sierra Leone,” Madam Francess Alghali stated, reaffirming the robust ties between the two nations.

Earlier in the day, High Commissioner Pradhan ceremoniously unfurled the Indian National Flag at the Chancery premises, followed by the reading of the President of India’s address. The speech emphasized India’s progress and vision for the future.

The evening celebration featured cultural performances by members of the Indian diaspora, including children, showcasing India’s rich diversity. The Brahmakumari Sisters delivered a special address on peace and harmony, adding a spiritual dimension to the event.

Certificates of Achievement were awarded to the top 50 participants from Sierra Leone in the 5th Bharat Ko Janiye Quiz, recognizing their enthusiasm for India’s heritage.

The event concluded with over 170 attendees, including members of the Indian community and friends of India, celebrating the day with unity and collaboration. The festivities highlighted the enduring partnership and shared growth between India and Sierra Leone.


Caritas Málaga and Caritas Freetown Unite to Strengthen Healthcare Services

A key milestone in this partnership was the generous donation of thermometers from Caritas Málaga to Caritas Freetown. This act of kindness has proven to be invaluable, especially in a country where healthcare resources are often stretched thin. The thermometers were transported to Freetown and distributed across six key healthcare facilities in both urban and rural areas of the Western region, significantly enhancing the capacity of local health workers to monitor patient health. Additionally, some thermometers were dispatched to provincial districts outside of Freetown, ensuring that even more communities could benefit from this essential support.

The healthcare facilities that received these thermometers are vital pillars of primary healthcare in Sierra Leone. Among them were Holy Spirit Hospital in Makeni, Loretta Clinic in Makeni, Christ the King Hospital in Waterloo, Saint Anthony’s Clinic in Freetown, Stella Marie’s Clinic in Juba and Dan Sullivan Clinic in Newton. These clinics serve a wide range of vulnerable populations, including pregnant women and children, who are among the most at-risk groups in the country. The healthcare workers at these facilities have expressed deep gratitude for the thermometers, noting their importance in monitoring patient health, particularly in preventing and managing the high rates of maternal and infant mortality.

In a nation where the healthcare system faces significant challenges such as limited access to medical supplies and a shortage of trained healthcare professionals every piece of equipment becomes crucial in the ongoing battle to improve health outcomes. The thermometers, now in use across these healthcare centers, have allowed the medical staff to better track patients' conditions, thereby improving the quality of care provided. For many, this small yet critical donation has made a world of difference in their ability to respond effectively to health crises and provide life-saving treatment.

This significant humanitarian initiative is spearheaded by a dedicated team of German doctors supported by Interplast Germany, alongside the celebrated Nigerian surgeon, Professor Bayo Aluko-Olokun, renowned for his expertise in cleft lip and palate surgeries.

Harish Agnani, who chaired the event, began by extending New Year greetings and emphasizing the profound importance of the surgical camp. He elaborated that the program provides free surgeries for conditions such as post-burn contractures, deformities, tumors affecting the hands and feet, cleft lip and palate issues. This initiative, he noted, has been made possible through a collaboration between Sierra Leone’s Ambassador to Germany, Dr. M. L. Baryoh, and Interplast Germany. Harish Agnani highlighted that all services, including follow-up care, are completely free, demonstrating the program’s dedication to alleviating the healthcare burden on the less privileged.

Reflecting on the program's achievements, Harish Agnani revealed that 53 surgeries were successfully performed in 2023, 64 in 2024 and 40 so far in 2025. The team remains committed to maximizing the number of surgeries during their stay. He commended the remarkable efforts of Dr. Eric Wongo, who has been instrumental in screening patients and laying the groundwork, ensuring that the visiting team could commence surgeries without delay. Expressing heartfelt gratitude to the German medical team, Harish Agnani praised their altruism, as they selflessly dedicate their leave periods to charitable work. He also announced future plans for the hospital to offer joint replacement surgeries locally, reducing the dependency on overseas medical travel for such procedures.

Acknowledging the support of the Ministry of Health and Sanitation, Harish Agnani appreciated the role of the Dental and Medical Council in facilitating the camp. He also highlighted ongoing infrastructural improvements at the hospital, including a comprehensive overhaul of the road network within the premises, to enhance accessibility and service delivery.

Dr. Gowrinath M. George, the hospital’s Medical Superintendent, applauded the contributions of the Operations Theatre staff and formally introduced the visiting medical team. He also announced the addition of new specialists to the hospital’s roster, including  Dr. Abhilash Babu Panackal (Joint Replacement and Orthopedic Surgeon), Dr. Vladyslav V. Kozakov (Consultant Neurosurgeon), Dr. Andriy Danyltsiv (Consultant Anesthetist), and Dr. Nikoloz S. Dzagnidze (Consultant Laparoscopic and Endoscopic Surgeon). These additions, he noted, are a testament to the hospital’s commitment to expanding its capabilities and enhancing healthcare services in Sierra Leone.

Speaking on behalf of the German team, Dr. Lutz Gruhl expressed deep appreciation for the warm reception they received. He emphasized the transformative impact of plastic surgery in restoring dignity and improving societal integration for patients. Dr. Lutz Gruhl lauded the meticulous preparations led by Dr. Eric Wongo, which allowed the team to operate seamlessly. He further acknowledged Interplast Germany for their generous funding, which covers travel, equipment and logistical needs, underscoring their mission to make plastic surgery accessible to underserved populations worldwide.

Representing the Government, Deputy Chief Medical Officer, Dr. Mustapha Kabba, expressed profound gratitude to the visiting team and Choithram Memorial Hospital for their invaluable contributions to healthcare in Sierra Leone. He acknowledged the significant challenges facing the healthcare system, including limited resources and infrastructure deficiencies, but reaffirmed the Government’s ongoing efforts to address these gaps and achieve universal healthcare. The Deputy Chief Medical Officer also stressed the importance of local capacity-building through training programs aimed at producing qualified medical professionals, thereby reducing reliance on overseas training. Minister of Mines and Mineral Resources, Julius Daniel Mattai, held a strategic meeting with a delegation of Qatari investors from the Thirty-Five Group Ltd on January 21, 2025 at the Head Office of the National Minerals Agency (NMA) in Freetown. During the inauguration ceremony, High Commissioner Rashid Sesay hailed the establishment of the Trade Office as a transformative step in strengthening economic ties. He described the initiative as a strategic alignment with the vision of His Excellency President Dr. Julius Maada Bio, who has championed economic diplomacy to position Sierra Leone as an attractive destination for foreign direct investment and foster sustainable economic growth.

“I am impressed by the efforts to promote Sierra Leone in India,” said High Commissioner Rashid Sesay. “The relationship between our two countries will flourish further as we continue to work together. We stand ready to provide the necessary support to advance Sierra Leone’s interests and deepen our partnership.”

The Sierra Leone Civil Aviation Authority (SLCAA) has emerged as one of the top-performing Government agencies in the 2025 Transport Ministry Performance Ratings, securing an impressive score of 60.5. This remarkable achievement positions the SLCAA as the second-best-performing institution, trailing only the Sierra Leone Harbor Authority, which claimed the top spot.

The annual performance ratings evaluated agencies under the Ministry of Transport and Aviation based on critical parameters, including Policy, Strategy, Legislative Support, Administration and Management. SLCAA’s exceptional performance in these areas has been attributed to its progressive leadership and robust operational reforms under the stewardship of Director General Musayeroh Barrie.

Since her appointment just a year ago, Director General Musayeroh Barrie  has implemented transformative changes aimed at improving policy frameworks, streamlining administrative processes and driving innovation within the aviation sector. These efforts have significantly enhanced SLCAA’s operational efficiency and earned it widespread recognition as a model of effective governance and service delivery.

Inspiring 500 Young Innovators… MOYA & AGI Conclude 3-Day Youth Empowerment Program 2025

The Government of Sierra Leone through the Ministry of Youth Affairs in partnership with Africa Governance Institute (AGI), Arab Bank for Economic Development in Africa and the Office of the First Lady has on Thursday 23rd January, 2024 concluded a three-day Youth Empowerment Program 2025 on the theme: “Empowering Youth to Lead as Resilient Innovators for Stronger Communities.” The event which was held at the Bintumani Conference Centre on Aberdeen in Freetown brought together about 500 young people across the country.

During his speech at the event, Dr. Abdoulie Janneh, Director General and President of the Africa Governance Institute Board expressed gratitude to key stakeholders, including Sierra Leone’s First Lady and the Minister of Youth Affairs, for their ongoing commitment to empowering young people in the country. He highlighted that with over 60% of the population under the age of 35, the future of Sierra Leone rests in the hands of its youth.

He pointed out the significant challenges facing young people, such as high unemployment rates, limited access to capital and gaps in skills development. He reiterated the collective responsibility to overcome these obstacles, stating, “We are here to challenge these obstacles and invest in the vision, innovation and resilience of Sierra Leone’s youth.”

“Empowered women uplift entire communities,” Dr. Abdoulie Janneh noted, as he praised the First Lady's involvement in advocating for this cause. He urged participants to view this moment as crucial in their leadership journey, encouraging them to apply the lessons learned and inspire others in shaping the nation’s future.

Dr. Abdoulie Janneh invoked an African proverb, stating, “If it is the youth that make us, it is the young trees that make a forest,” underscoring the vital role of Africa's youth in determining the continent's future.

Fredrick Ampiah, UNDP Representative in Sierra Leone stressed the importance of empowering the current generation of young people, noting that they hold the potential to surpass the accomplishments of their predecessors.

According to statistics mentioned by Fredrick Ampiah, individuals aged 15 to 24 make up approximately 74.5% of Sierra Leone's population, highlighting the urgency of investing in their development. "The future is today and to harness the potential of the youth, we need to empower them," he stated.

Fredrick Ampiah also shared success stories of youth who have benefited from UNDP programs, including a notable example of a young woman who established her own solar installation business. "These stories illustrate the impact of support and empowerment on individual lives and the economy," he remarked.

He reiterated the UNDP's dedication to addressing the challenges faced by young people, including the creation of sustainable jobs. Pumping vital resources into programs specifically targeting young women in traditionally male-dominated fields is also a focal point of their strategy.

"Empowerment is not just about providing skills; it's about changing mindsets, breaking barriers, and creating pathways to success," Ampiah concluded, calling for collaborative efforts from all stakeholders to ensure that the youth of Sierra Leone are equipped to lead the nation toward a prosperous future.

Mohamed Orman Bangura, Minister of Youth Affairs, commended the First Lady for her steadfast support, describing her as a "mother figure" committed to fostering positive change.

He highlighted key achievements of the Ministry of Youth Affairs, including the successful implementation of the National Youth Service and the National Youth Policy. He proudly noted that the Ministry had undergone a transparent audit process under his leadership, reflecting a commitment to accountability.

The Minister also underscored the importance of innovative programs such as the loan recovery initiative for 200 tricycles (kekes), which achieved 100% repayment rates. This initiative, he stated, had transformed the lives of young beneficiaries by enabling them to become self-reliant. Additionally, Minister Mohamed Orman Bangura pointed to the launch of 50 fishing boats equipped with modern machinery as a testament to the government's dedication to creating opportunities for youth in various sectors.

The study surveyed 2,000 young people nationwide to better understand employment challenges and opportunities. The Minister concluded by reaffirming the government's commitment to empowering young people, stating, "When you give young people a platform to deliver, they will rise to the occasion. Sierra Leone's youth are not just the future they are the present. Together, we will build a nation where every young person has the opportunity to succeed."

In his keynote address, Dr. Fatima Maada Bio, the First Lady of the Republic of Sierra Leone, commended the collaboration between various stakeholders aimed at empowering Sierra Leone's youth, emphasizing the transformative potential of young people in building resilient communities. She outlined key initiatives taken by the Government, including the establishment of the Directorate of Science, Technology, and Innovation (DSTI), and the creation of the Ministry of Higher and Technical Education, which are pivotal for enhancing technical and vocational education. "This is part of our President's promise to the nation," she said, underscoring the political will behind empowering young people through comprehensive policies and actionable interventions.

Dr. Fatima Bio encouraged the participants to embrace the opportunities provided by the program, noting that the journey of empowerment involves identifying and cultivating the skills necessary for success. "We are here to ensure that our young people are adequately prepared to seize opportunities," she asserted, urging attendees to engage actively in their development.

Addressing the critical issue of gender-based violence, the First Lady called for a collective effort to promote a culture of respect and equality. "This begins in our homes and schools, and community leaders must speak out against violence to support survivors," she emphasized, reinforcing the need for safe environments for all youths.

Dr. Bio particularly addressed young women, urging them to become change-makers and ambassadors for positive transformation. "Embrace curiosity, don't fear failure, and commit yourselves to your dreams," she encouraged, stressing that their voices and actions are vital in building a better Sierra Leone.

In closing, Dr. Bio emphasized the importance of hope and commitment to the nation. "The future is in your hands," she declared, urging young people to reject the notion of abandoning their homeland for uncertain prospects abroad. "Sierra Leone is where you have rights and privileges as citizens," she reiterated, advocating for a sense of pride and responsibility towards their country.

Global Chairman Amb. Anthony Navo Jr. and AWOL Sierra Leone Chairman Ahmed Sahid Nasralla emphasized the importance of unity, collaboration and the spirit of giving back. Both leaders expressed their commitment to rejuvenating AWOL’s mission, enhancing infrastructure, driving membership growth and cultivating a culture of patriotism, philanthropy and service among its members both locally and in the diaspora.

Founded in 2002 by a group of dedicated young Sierra Leoneans, AWOL is a non-political development organization that promotes charity, patriotism and community development. Officially launched by the late President Dr. Ahmed Tejan Kabbah, AWOL was conceived as a self-help initiative aimed at inspiring young Sierra Leoneans to contribute to nation-building.

With a mission to give back to society and support Government efforts in national development, AWOL has established the prestigious National Achievement Awards to honor exceptional Sierra Leoneans and runs the annual June 16 School Feeding and Awards program to inspire future leaders.

AWOL operates chapters across the US, UK, Continental Europe, Australia and The Gambia, providing platforms for Sierra Leoneans in the diaspora to contribute to development initiatives back home.
